As the U.S. Congress works toward final approval of $595 million in federal Medicaid funding for Pennsylvania an estimated 70 percent of the $850 million that was calculated in the final budget agreement - Gov. Ed Rendell will be meeting with legislative leaders to discuss where to find approximately $255 million in cuts. I expressed concern from early on that including $850 million in federal funds in the budget that had no assurance of reaching Pennsylvania could only worsen the state's current and projected budget revenue deficit. The governor has threatened possible state employee layoffs to address the problem. However, I believe efficiencies could be achieved through proposals that would address instances of welfare fraud, as highlighted by Auditor General Jack Wagner, and privatize the wholesale and retail operations of the Pennsylvania Liquor Control Board.

Governor Ed Rendell will leave office in January, but travelers on the Pennsylvania Turnpike will only just be starting to pay for the legacy of profligate spending he will leave behind.
The Pennsylvania Turnpike Commission recently announced that tolls on America's first (and now most expensive) superhighway will rise by 10% effective January 2, 2011. Those of us who use E-Z Pass will see only a 3% increase. This is just the latest what is expected to be a series of fare increases.

WAM money flows even amid budget crisis
Thousands of state workers will be losing their jobs, the state's social service agencies are struggling to deal with delayed and reduced funding, roads and bridges across the commonwealth are crumbling, yet pork barrel spending on politically favored projects, many of dubious value, continues unabated.
